Matt,Here's what I suggest:
19x8.5 +40 mounted with 235/35-19's
19x9.5 +45 mounted with 275/35-19's
You do have to run a staggered set-up on your RWD. Lexus has tuned the suspension for wider rear wheels/tires and the 1/2" tire height stagger front to rear has to be maintained for proper ECU, ABS and TCS function.
In 20", the most popular flush set-up for your IS with stock suspension is as follows:
Front: 20x8.5 +40 mounted with 245/35-20's
Rear: 20x10 +40 or +45 mounted with 275/40-20's
If you want a deep lip, I recommend purchasing a 2 or 3 piece wheel.

The fronts will fit with that size. I had an old set up with those specs and no rubbing. However, the rears I am certain it will fit. I would go with 265/30/19 for the rears.Matt,

ideally, you should go with 17"s. However, im pretty sure 16"s will be just fine. Just remember to get them staggered.what is the smallest rim size the is250 can go? Im Looking to get a set of rims for the winter and need more tire than rim for the snow. anyone got some good info on some good SNOW tires+rim set up? We dont get a ton of snow around here, but the last couple years we get hit hard with snow a couple times in winter. Which sucks cause that means the city is really shitty at getting the roads cleaned up. So smallest rim with good snow tires?

Yes, an 8" wide wheel with a +35mm offset (5.9" BS) will work on your IS250 AWD.
Offset is where the backside of the mounting pad is located on the wheel from center. Back spacing is the measurement from the back of the mounting pad to the back edge of the wheel.

For Example:
If you have a -12mm offset on a 9" wide wheel, the mounting pad would be 12mm towards the back of the wheel from the center. If you have a +12mm offset on a 9" wide wheel, the mounting pad will be 12mm forward from center.
On an 8.5" wide wheel the lowest you'll want to go on the offset is +35mm. You can make the +22mm offset work but it will require fender mods and some negative camber.Would an offset of +22 19x8.5 all around work on an awd? I found prodrives and i really like em. good price too!
