Before you turn on any other lights. That means you do not touch a gear or brake. Also the switch is in the off position. Then you turn it to the city light selection. No lights come on. Right?

 

The city light selection is the first notch on the head light switch right? When I do that all the marker lights and tail lights come on but not the city lights

 

Yes, But you have not touched the brake or gear selector. Right?
If the DRL lights are on. They will not come on.

 

I’m not sure I’ll have to try that. Wouldn’t they come on if that car is running tho?

I've never heard of that before. The high beam/DRL should be completely separate from the city lights. If the rear lights are on, the city lights should be on. They don't have a separate fuse, but are probably both burned out from the heat of the HIDs and just from neglect and not noticing them.
