Do any cars, in general, have shift locks to prevent someone from down-shifting into 1st gear while traveling too fast?

For example shifting into 1st gear at 60mph?

If so, can you provide proof (like a gearing schematic or even a spec. sheet) to show that a shift lock exists?

Or, is it an issue of the syncho's being worn which prevents one from engaging 1st gear while traveling too fast. Or, is it a side-effect of how the tranny works that prevents you from shifting into 1st while traveling too fast?

For example, in my IS300, I can't shift into 1st unless I'm traveling slow enough. Is this because there is a shift-lock mechanism, or because of the synchro's.
