They do make these amazing things called "bolt-out kits", in it is a reverse drill bit wide tooth, along with a reverse threaded expanding screw head. You drill the center of the bolt, screw it in and the screw tightening in reverse loosens the seized and stripped bolt, then have it that bolt replaced. It's the best and most convenient $25 you will ever spend especially with cars 10+ yrs old.

Yes but be warned when you break an easy-out or similar tool that is hardened tool steel, its very difficult to then drill it out. I had HSS and cobalt drills and got no where. I had to buy a new exhaust manifold.
