Lots of cars don't have a key hole on the passenger door. This is done for security reasons, giving thieves only one lock to mess with, not two. I think they would leave all the key holes off if they could figure out how to get into the car if your remote doesn't work.

I learned from one of the picture which shows a green handle that on the passenger side, there is no keyhole in the door. (that's what is said in the note in Japanese)
