What exactly are you talking about "LOCK" the VVT-I ? and do you REALLY mean 2JZ-GTE or 2JZ-GE. because the GTE is in the supra and is a turbo while the GE is in the IS and NA supra and non turbo, they are different heads.
you can remove the VVTI camshaft and pulley set, bring them to a machine shop and have them pinned. No need to do anything else. Not a good idea though. If you have a VVTi head and want to trade, I have a non vvti head with 29k on it. I'd trade.
