Stupid idea.

High beams are meant to go on and off quickly, HID's take time to "warm up."

Do a search for the many other reasons not to. It's been discussed alot.

Actually the new FX's have Bi-Xenon headlights, which means both the high and low beams are HID. So, it must be a feasible thing to do.

I believe the bi-xenons simply have a reflector that is motorized to direct the lights at a higher angle.
