Just bought a is250 . Has some front end damage. I don't know what she tried or who tried but headlights don't work(Obviously ). Wiring is like this on both sides. Could someone push me in the right direction. If I should try and re wire my self. Single dad so need to find a good but cheap way to fix this

Not really sure what you're even asking, but I'd start by looking over the wiring schematic for the car. Toyota does a bang-up job of making excellent manuals with very complete and thorough wiring diagrams. You'll be able to figure out what's what in a hurry once you study it.

Yeah, that looks broken. I think that connector you're holding is for the (missing) fog light though. But yeah, those cut wires need to be fixed at a minimum.
