I'm just about to purchase my tires and I want to know if it's worth buying steel or aluminum wheels? Steel - cheaper but rusts .... aluminum - expensive but does not rust. Also, if I go with steel, will that not cheapen the look on the IS? Do people buy the rims and then put a plastic cap on top for looks? How does it work?

I'd go with 16" steel wheels with the appropriate tires to keep the correct speedo reading. Painted steel doesn't rust, and won't get bent or broken so easily on bad roads. You can get some plastic wheel covers cheap at Walmart or Kmart.
