what's a hex lug? these are tuner lugs, closed ended

hex lug means that you can use a standard lug wrench to get them on and off without the use of an adapter...

are these like the "spline" drive lugs that need a "key" for each and every lug to come on and off?

yes. they will not work with the stock lug keys. i believe there are 6-8 splines on the lug.
