there are only small differences like the 03's have an armrest, and 04's have jdm dash trays and a silver plating around the door/window control area, other than that i can't think of much else..these are all really minor and you can buy the arm rest kit, door panel kit, and dash tray pretty easily

Off the top of my head, these are some of the differences between the '02/'03 IS300s and the '04s:

1. Memory Driver's Seat
2. Dash Tray
3. Improved CD Changer
4. Added C-BEST functions
5. A few different exterior color options, (ie. got rid of Solar Yellow, Cibola Gold Metallic, and Intensa Blue Pearl, and added Savannah Metallic, Bluestone Metallic, and Indigo Ink Pearl)
6. Different-hued switchplates (ie. a brighter silver tone)
7. Different-hued piping on certain interior combinations
8. "Alcantara" instead of "Ecsaine"

There are probably a few others that I'm missing, like leather on the door panels for the "full leather" option...

That appears to cover most of the IS300 changes throughout the years. However, the "L-Tuned" edition was also available in '02, and the CD changer was redesigned for '04. There are probably a few more changes throughout the years that have been overlooked, such as an ECU programming change in '02, some wiring changes, etc.

02+ manual has stiffer springs compared to 02+ automatic. However, 01 still had the stiffest springs compared to 02+/

Interesting. I didn't know that.
