Balancing tires

Why is it that when I go and have a tire mounted they add those weights that clip on to the rims, yet when you buy a new car those things aren't there?

I hate those things (and what are they called anyway), they scratch the rim, collect a lot of gunk and are never in the same place each time a tire is mounted.

Tire dealers should be able to use stick on weights that go on the inner part of the rim, rather than the ones on the front of the rim. That's probably where the ones from the factory are, and that's why you don't see them on the front of the rim. They aren't going to always go in the same place, because each tire has to be balanced differently.
