I recenty put Goodyear Eagle F1 GSD3 (16 inch) tires on my SportCross and they stick well both wet and dry and don't hydroplane much, but they seem really noisy. Mainly, they "sing" a lot. Do all performance tires of this type tend to be very noisy, or are the Goodyears noisier than some or most other high performance street tires?

Typically, yes most max perf tires are noisy. It is the tradeoff to having grip. I think the SP9000's are fairly decent as far as noise.

Mine make a little nose at 25 to 40 MPH, but they are really quiet at highway speeds.
