A wire ripped on the fog light power... and I have no idea what this black cap that you twist off to get to the bulb is called but it has the power wired into the cap as well... I need to order a new one but I cannot find it anywhere because I do not know what the part is called...

It's the cap on a 2003-2005 fog light. It comes up as "CORD, FOG LAMP" at Lexus. The part number is 81215-53130. I could be wrong, but I don't think they are L/R side specific. It looks like someone modded them to add aftermarket HID.

EDIT:
Also, rather than buying a new cap, just run a new wire to the inside. Drill out the old wire, slide the new wire through the hole the old wire was in, solder both ends, cover the connections with heat shrink, and seal the "new wire's" hole with silicone.

yeah what he said. But it looks like there is HID installed, and those broken wires aren't even being used. Regardless, you can always replacing wiring manually yourself. It doesn't even have to look pretty, as long as it works and lasts. But, if your fog light isn't working, I'd look into the HID first.

My H3 HID kit actually needed that wire. There are spade connectors that connect to the wires (inside the cap) that originally powered the stock bulb.

but then why would the wires be coming out the back like that, if they needed to connect inside? I guess the picture is too close to really tell what's going on here

The way mine came, the wires coming from the ballast and the wires that ultimately connect the OEM wiring all go through the back. Here's a pic of what it looks like behind the cap.

yeah see that's what I would expect. I don't see any wires coming out of the back of the cap this way, just the bottom, like stock. Though, the back isn't shown in this pic
