Interior refresh

Bought a 2004 IS300 Sport Design. Mechanically sound but want to freshen up the interior. The area right above the glove box (the area that has a kind of bulged out appearence) is really worn / faded. Not sure if this area is vinyl or plastic? Any advice appreciated .....

is it sticky to the touch, like melting the dash? Might be the dash coating coming off, the same as all the IS tend to do unfortunately.

It does have a slight sticky feel. Was wondering if this can pe repainted? or dyed ?
