IS200 Front upper balljoint fitting (old one is broken)

Hi, I have done some research online and this forum keeps popping up so thought I would join.
On my 02 IS200 I need to replace the front upper balljoint, it was really crusty due to salt/bad weather over the years and the car has relatively low miles so probably still the original. When removing it managed to snap in half, so now I have a bit stuck in the top control arm, and a bit stuck in the hub
1. Can the ball joint be changed without having to remove the front arm?
2. I have tried my best to tap part of old balljoint up and out of the hub part but it simply is not moving or going anywhere. I dont think this is threaded? Has this happened anyone before and what can be done to get it out
